Climate adaptation concept for social institutions in the Rhein-Sieg district

Background
Social institutions are particularly affected by the consequences of climate change. Heat waves, heavy rainfall and flooding pose a particular threat to elderly people and those in need of care.
The Caritasverband Rhein-Sieg association has therefore conducted a comprehensive assessment of the climate risks at two of its facilities – Haus Elisabeth and Haus am Deich in Niederkassel – as part of the BMUV programme ‘Climate Adaptation in Social Institutions (AnpaSo)’ and developed strategic adaptation concepts.

Project approach
DFIC – Dr. Fromme International Consulting – played a leading role in supporting the Caritas Association in the development of practical climate adaptation concepts that combine structural, organisational and communicative measures.
The concepts are based on risk analyses, building inspections, temperature measurements and workshops with management, employees and resident representatives.
The aim was to identify concrete, eligible and feasible measures and prioritise them according to effectiveness, cost-efficiency and sustainability.
Key Results
High-priority structural measures:

Replacement of windows with integrated ventilation systems

External shading and roof renovation

Insulation of top-floor ceilings and heat distribution systems

Improved roof and balcony drainage, infiltration systems

Planting climate-resilient trees and surface unsealing to improve the microclimate
Organizational measures:

Development of in-house heat action plans

Clear communication protocols for heat warnings (DWD)

Integration of heat protection into daily routines and documentation

Training concept using micro-learning, visual tools, and peer learning
Public outreach and knowledge transfer:
Both facilities shared results with staff, residents, and relatives through workshops, newsletters, brochures, and social media.
Creative formats such as the “Climate Tree” at Haus am Deich and the brochure “Getting Through Hot Days – Simple Tips” at Haus Elisabeth made climate adaptation tangible and practical.

DFIC supported the successful funding application under the BMUV program “Climate Adaptation in Social Institutions”, Priority 1.2.
